On June 13th I attended my first ever rally at the Alberta Legislature. I joined a great many like-minded Albertans who are not going to sit quietly and allow the Federal government to trample our property rights. We were all present to add our voices to the thousands of Albertans who are concerned that an ill-conceived Order in Council, executed to drive a wedge between Canadians, would take away our legally purchased and responsibly handled property.

I had an opportunity to add my voice to many of the speakers and spoke briefly about growing up on the farm and how guns were just another tool that was required to keep meat on the table and our livestock safe from predators. Speaking to the evolution of the firearms technology, I posed the question: “do you need a C8 Corvette with a mid-engine that can do zero to 60 in 3.2 seconds? Do you need a modular sporting rifle that can cost several thousand dollars?” Obviously, no you don’t, but it’s nice to have and if you are prepared to make the sacrifice in order to save and pay for it, it is your right. Both my grandfathers fought for the rights and freedoms we enjoy today and many are still serving in uniform to make sure that those rights are protected. For the government to take those rights away is unacceptable!

This gun ban has very serious consequences for many small business owners who are finding themselves with inventory that is now illegal. Their businesses and their contributions to our economy and the economic diversity of our great Province, are extremely important and cannot be allowed to be destroyed with the stroke of a pen by a reckless Prime Minister who is pandering to urban voters and posturing to fight an election campaign by creating this wedge issue. It cannot and will not be implemented without a fight!

The language around this issue is designed to prey on people’s fears and not present a logical argument because, of course, there is no logical argument for the gun grab.

This must be opposed in every peaceful way possible. Do you have a short video you would like to share? The people outside of our community need to hear it. Improving firearms administration in Alberta

The Government of Alberta will appoint a Chief Provincial Firearms Officer to ensure firearms policy and regulatory enforcement reflects the priorities and needs of Albertans.

 “By appointing a provincial chief firearms officer, Alberta is asserting its provincial jurisdiction. It is also a step towards a system of firearms administration in the province that is rooted in the values and priorities of law-abiding Albertans. In Alberta, we will ensure we have a system of firearms policies and governance measures that protect Albertans, prosecute criminals and deter illegal gun crime rather than persecuting law-abiding citizens.”

Over the next year, the government will work to establish the firearms office and how it will ensure the needs of Albertans are considered in the provincial administration of the Firearms Act, as well as work with Public Safety Canada to ensure a seamless transition. The chief provincial firearms office is expected to be in place in 2021.

Q & A about the Chief Firearms Officer

  1. Can Alberta exempt itself from federal firearms legislation and/or allow Albertans to possess weapons that have been banned by the federal government?
  • The recent Order in Council regarding prohibited and restricted firearms was enabled by federal legislation that is outside Alberta’s jurisdiction.
  • However, this announcement and another recent one highlight three ways the province can adapt firearms policy and governance to better reflect the priorities of Albertans:
    • Taking over firearms testing helps protect Albertans by focusing our resources on ensuring that violent criminals are prosecuted to the full extent of the law.
    • The firearms advisory committee will give law-abiding gun owners an opportunity to make recommendations about Alberta’s firearms policies.
    • Establishing a chief provincial firearms office to strengthen our ability to administer the firearms program while improving services for law-abiding gun owners.
  • A provincial Chief Firearms Officer (CFO) will strengthen our ability to administer the firearms program while improving services for law-abiding gun owners. These include recommendations on licensing, transportation of firearms and in what conditions, as well as potential issues involving licensed firearms ranges.
  • A provincially-appointed CFO would better reflect Alberta’s priorities and be more closely aligned with Alberta’s history of responsible firearms use and ownership.
  • A provincially-run firearms office could work more closely with the provincial Crown to divert non-criminal, non-violent offences from the court and deal with them through regulatory processes.

Using investigative and regulatory powers at the CFO’s disposal can be a more appropriate way of dealing with minor offences in Alberta.

 

  1. What will the Chief Provincial Firearms Officer (CPFO) do?
  • The Chief Provincial Firearms Officer is responsible for the full administration of the federal Firearms Act which is supported by policies and standard operating procedures developed at the federal level.
  • Having a provincially-appointed chief firearms officer would allow us to develop these policies and procedures to reflect Albertans’ culture of lawful gun ownership.
  • Generally, a chief firearm officer, whether federally or provincially appointed, has the following responsibilities:
    • Designating/licensing firearms officers, inspectors, and Canadian Firearms Safety Course and Canadian Restricted Firearms Safety Course instructors and examiners;
    • Administering the Canadian Firearms Safety Course and Canadian Restricted Firearms Safety Course;
    • Licensing, including the revocation and conditions of the licenses of individuals, businesses, shooting clubs and ranges and minors;
    • Inspecting and auditing all licensees;
    • Approving and regulating shooting clubs and ranges;
    • Receiving, data entry and client-matching for all court orders reported to the chief firearms officer under the Firearms Act;
    • Transfer approvals and refusals for restricted and prohibited firearms;
    • Approving firearm purchases and sales;
    • Issuing Authorizations to Transport and Authorizations to Carry firearms; and
    • Providing assistance to police, licensing affidavits for court purposes, attendance as witnesses at hearings.

 

  1. How will the administration of the Firearms Act be different under a provincial officer?
  • Having a provincially-appointed chief firearms officer would allow us to develop supporting policies and procedures to reflect Albertans’ culture of lawful gun ownership.
  • This means that Chief Provincial Firearms Officer would have the ability work with police and prosecutors to develop a more appropriate way of dealing with minor offences and address Albertans’ concerns about the current system’s responsiveness to their queries for processing and licencing.
  • The CPFO would also be in a better position to work more closely with partner agencies, such as police, fish and wildlife officers, Alberta Crown Prosecution Service.

 

  1. How will this improve services for Albertans?
  • We’ve heard that Albertans have been frustrated by the lack of responsiveness to their queries for processing and licensing.
  • This approach would allow us to make decisions about staffing levels and delivering services that better suit the needs of Albertans and take our province’s firearms culture into account.
  • This will give us the authority to prioritize certain key responsibilities of a CPFO, like safety inspections, that reflect the concerns and values of Albertans.
  • It would also reduce the strain on the justice system by giving us more coordination between the CPFO and crown prosecution service to divert lower-offences from the courts.

 

  1. When can we expect the office to be in place?
  • Over the next months, the government will work on establishing the firearms office and ensure it considers the needs of Albertans in the provincial administration of the Firearms Act, as well as working with Public Safety Canada to ensure a seamless transition.
  • A letter has been sent to the federal government to inform them of Alberta’s decision.
  • The chief provincial firearms office is expected to be in place in 2021.

 

  1. When will government appoint a Chief Provincial Firearms Officer?
  • Part of the work that the government will be doing over the next few months will be identifying the best candidates for the Chief Provincial Firearms Officer.
  • The ideal candidate would be an Albertan who understands the culture and firearms priorities of Alberta and can work with our partner agencies to ensure that we are able to meet the needs of law abiding gun owners in the province.

 

  1. How much will this new office cost Albertans?
  • We are currently working with the federal government on the reallocation of funds to run the provincial office.
  • We are expecting a one-time start-up investment of approximately $489,000 to establish the Alberta Chief Firearms Office. Ongoing operating budget is under development but will be off-set by a funding agreement with federal government.

 

  1. What other provinces have their-own chief firearms officer?
  • Ontario, Quebec, New Brunswick, Prince Edward Island and Nova Scotia have a provincially designated chief firearms officer.
  • Like Alberta, Saskatchewan is in the process of transitioning to a provincially designated CFO.

 

  1. How can Alberta, or any Province, administer Federal legislation?
  • Under the provisions of the Firearms Act, provinces and territories can elect to “opt-in” and administer the Canadian Firearms Program within their jurisdictions, through a provincially designated chief firearms officer, or they can choose to “opt-out” and have the federal government administer the program on their behalf.

 

If asked if a provincial firearms office would address law-abiding gun owners’ concerns about federal restrictions and lengthy processing times for licence applications:

  1. Prohibited and restricted firearms are governed by federal legislation and don’t fall under a provincial chief firearms officer’s jurisdiction.
  2. Possession and Acquisition Licence (PAL) applications are processed by the federal government.
  • We would be able to make decisions about staffing levels and delivering services that better suit the needs of Albertans and take our province’s culture into account.

  1. Alberta shares its federally-appointed chief firearms officer with the Northwest Territories.
  2. Ontario and Nova Scotia each have provincially-appointed chief firearms officers, whose offices are administered at the provincial level.
  • On March 4, 2020, Saskatchewan Premier Scott Moe told delegates at the Saskatchewan Association of Rural Municipalities annual convention that the province would appoint its own chief firearms officer.

Background:

  • Alberta’s chief firearms officer is currently a federal appointee, but provincial governments can name their own appointee and assume more control over firearms administration.
  • The federal government recently made changes to firearms legislation. Key components include:
  • Enhanced background checks: Applicants for a PAL will now have their entire lifetime examined, rather than just the previous five years.
  • Mandatory record keeping: Businesses must now record dates, references and licence number as well as make, model, type and serial number of all firearms. Businesses must retain these records for 20 years.
  • Around authorization to transport (ATT): narrowing rules, including requiring a separate ATT when taking firearms anywhere but an approved firing range.
  • Classification of firearms: The RCMP was given authority to decide whether a firearm is non-restricted, restricted or prohibited.
  • Municipalities are the legal offspring of provincial governments, meaning any municipal ban granted by Ottawa would require further approval from the province. Alberta does not intend to grant municipalities the authority to ban firearms.

Anne – Parkland – Sturgeon County Alexander First Nation – Alexis Nakota Sioux First Nation – Paul Band at Wabamun Lake Lac Ste. Anne-Parkland is a young provincial electoral district shaped in 2017 by Alberta Electoral Boundaries Commission. Taking its name from two municipal districts and containing also a part of Sturgeon County, this district also includes the Treaty 6 reserves of the Alexander First Nation, the Alexis Nakota Sioux First Nation, and the Paul Band at Wabamun Lake. History Lac Ste. Anne The wonderful rolling hills located North West of Edmonton are very rich in history and hardworking people and also, the home of one of the most unique and memorable spiritual gatherings in North America. First called Wakamne or God’s Lake by the Alexis Nakota Sioux Nation who live on the west end of the Lake, and Manito Sahkahigan or Spirit Lake by the Cree, the lake was called “Lac Ste. Anne” by Rev. Jean-Baptiste Thibault, the first Catholic priest to establish a mission on the site. Father Lestanc organized the first annual pilgrimage to Ste. Anne in July, 1889 after an inspirational visit to St. Anne d’Aurey shrine in French Brittany the previous year. Over the years the Lac Ste. Anne Pilgrimage has continued on an annual basis and always during the week of July 26 (the feast day of Ste. Anne, mother of the Blessed Virgin Mary). The founding of the Mission at Lac Ste. Anne was the beginning of the long relationship of Indigenous and Métis peoples with Catholicism in what is now called Treaty Six territory. In 1913, the Local Improvement Districts (LID) replaced the Small Improvement Districts, and the eastern portion of what is now Parkland County became LID Number 519. The western portion became the Municipal District of Tomahawk Number 521, and between the two was LID Number 521. The three municipalities amalgamated in 1942 in Municipal District of Stony Plain No. 520. Restructuring of the School Divisions In January 1969, the MD of Stony Plain and the Stony Plain School Division united and were incorporated as the County of Parkland No. 31. Though the County of Parkland No. 31 experienced growth in many areas, it faced challenges with the highs and lows of economic cycles, provincial restructuring and the loss of landmass due to annexation by the City of Edmonton. However, in the 1980s and 1990s, administrative changes, an improved communications strategy and adjustments to the County’s boundaries and jurisdiction helped put the County back on the road to prosperity. On January 1, 1995, with the provincial restructuring of the education system, the County of Parkland opted to separate the County and the school division, creating Parkland School Division No. 70. A2A Project, a beneficiary of the Transportation and Utility Corridor to be established as a result of the passing of Motion 501, will carry goods to landlocked Alaska as well as transporting Alberta products to Asia through the deep sea ports in Alaska. Empowering Albertans Presently, Alberta resources are restricted from markets in Asia due to challenges building a pipeline to tidewater. Even with a pipeline to BC’s lower mainland, the ports there are not capable of docking the supertankers that make the most sense when shipping to Asia. make it happen spirit that the first settlers brought with them to our province, that spirit that took root, and grew our province to a powerhouse within our country. Unfortunately, over time much of that ability to move freely and boldly in business to create wealth and opportunity was diminished due to excessive “red tape”. As a government, we have done much to reduce red tape and we recognize that much more needs to be done. I am happy to work on the Red Tape Reduction Task Force in working to move this forward. Our efforts were recently recognized by the Canadian Federation of Independent Business with a grading of B-, and awarded Minister Hunter with the Golden Scissors Award. Albertans have been sending in their feedback to us through the ministry, with over 4,500 submissions so far. We want to be that first place that comes to mind in Canada, where fortune favors the bold again, and we fully live up to our provincial motto - “Strong and Free”. MLA Shane Getson UCP Lac Ste. Anne-Parkland introduces the strategy behind Motion 501 for Utility Corridors, vital for Albertan strategic projects. Environment It may come to some as a surprise of how passionate we are in our neck of the woods when it comes to the environment. The environment is not something we discuss when we are in a large urban center at a high-end coffee shop, or show up at a protest somewhere in the concrete jungle to express beliefs once or twice a year. To us, the environment is where we live, work, and play; where we proudly have families with “Centennial Farms” and where pilgrimages take place to a holy lake annually, where others come to “see nature.” It is where we grow our food, and the food of others. We have several projects on the go with local community leaders, with municipalities, alliances, commissions, not for profit organizations, as well as private land owners. We can make some changes that will ensure that we are able to manage emerging issues, as well as to institute some long-range plans to ensure that our farms, forests, tributaries and lakes will be healthy for the next generations for years to come. Lake Isle has the unfortunate title of being the site of the largest growth of the invasive botanical species - Flowering Rush. This year we will be bringing together the Alexis First Nations community, Lac Ste. Anne County, the LILSA not for profit organization, and Alberta Environment to take decisive action to remove the invasive species, and prevent further spread. For those who don’t know, Flowering Rush is an invasive exotic plant. It pushed out our native plant life and threatens our wetland ecosystems. This is something that the Ministry of Environment and Parks has been working on for a couple of years now. I was able to assist in facilitating dialog with all interested parties along the lake to ensure that this year we can move forward together to treat the areas that have been affected. Second, we are working with local leadership and the Ministry of Municipal Affairs to discontinue the practice of dumping effluent into Lac Ste. Anne Lake by summer villages. This has caused an issue with blue algae, and is making the lake unusable for recreation, in addition to the damage on the lake’s ecosystem. Progress on this issue is ongoing, as many of the summer villages were grandfathered into the new guidelines that discontinued this practice some years ago. The county of lac Ste Anne, with the support of Alberta Environment, and Municipal affairs, will be making the necessary changes to the bylaws in the area to ensure we make the relevant changes to ensure we mitigate the effluent discharge into our sacred lake. Lastly, the Sturgeon River Watershed has diminished in quality in the past many years in regards to flow, deleterious materials blocking drainage, and overall access and water usage. We are working to create a commission/action group that will be empowered to execute a practical plan in the watershed. They will be working from the great recommendations that have come forward from the Sturgeon Watershed Alliance, as well as previous work performed by the Alberta Government. We will be meeting with the Ministry of Environment and Parks in the very near future to review the plan, and to receive their approval for our course of action. We will be looking for local participation, especially from the land owners along the sturgeon river, as they are the true stewards of the land, and have been for generations. Seniors and Housing Our seniors are a cherished part of our community, as they are the ones whom we owe so much to in regards to our past successes, and our present. They are the glue that holds our families and many of our communities together. Unfortunately, many of them are in a position where they are unable to find affordable accommodations with the limited incomes that many of them have in our current environment. Our government is committed to finding solutions to providing quality and affordable places for our seniors to live. I was honored to be asked to serve on the Affordable Housing Task Force as Vice Chair, and to lead the Mixed-Income Sub Committee. The task force and committee operate under the ministry of Seniors and Housing. Of the many things this committee is working towards, affordable and sustainable housing for seniors is at the top of the list. We have several initiatives underway to explore all of the options at our disposal that would ensure we meet todays needs, build for tomorrow, and ensure the models are sustainable for years to come for our seniors. We want to be sure that housing for them is available in urban areas, as well as the rural locations that they helped build. Skilled Trades Some of you know that my background was in the planning and execution of major industrial projects in Canada as well as in the USA. Although my formal education was as a Civil Engineering Technologist, I have had the great fortune to work with those in the skilled trades. I am excited by the government’s focus on encouraging people to consider skilled trades. This is not only an effort for those looking for work presently, but also to high school students who are trying to decide what direction to take. Great livelihoods and lifestyles are made possible through the skilled trades, and many a business owner and CEO can accredit their success to being part of that skilled trades fraternity. I am pleased to work as the vice-chair of the Skilled Trades Caucus for the governing party, and also to serve on the Skills for Jobs Task Force (a combination of business leaders, post-secondary leaders, and MLAs). These groups will serve as the action arm of the government’s plan to promote the skilled trades. We want to ensure that the workforce is ready to build the economy of tomorrow, and to ensure that we have the people with the skills and the education to take on that bright future. Transportation Utility Corridors = Improved Trade Deals & Access to Market We have a diverse economy in Alberta, and we are only going to be able to improve upon it with the strategic planning of transportation and utility Corridors. They become the default route for mainline transportation, which allows for lateral connections as additional infrastructure can garner access to the main route. By planning out the interconnection points between provinces and territories in advance of industry and project applications, it will allow for a higher level of project certainty and shorter approval timelines. We will be working in a planned cooperative manner to assist in the development of resources, value added industries, and obtaining access to markets both domestic and foreign. We can ensure that the product types of gases, liquids, or solids (both finished and raw) are moved in the most efficient manner at the time, with the flexibility and reliability that is required to be globally competitive. Access to market, and opening up new regions for value added production viability, is greatly enhanced with trade and transport corridors. I will be presenting a motion in the coming weeks to the Assembly regarding planning out TUCs and reaching international markets in more creative ways. We need the flexibility to get our products to market and the ability to trade with the world. Being blocked in over the last several years has taught us some valuable lessons, and we must take the initiative to de-risk investment, and guarantee project certainty in Alberta, as well as our friendly provinces and territories.
